RSS stands for 'Really Simple Syndication'...one of those acronyms that does very little to help explain what it is! In effect, by subscribing to an RSS feed, you will be drawing feed content from that site into your RSS reader.
This saves you from having to visit the site to see if there have been updates. Instead these updates are sent to you via your reader.
To take advantage of RSS Feeds you will need a piece of software called an RSS Reader (AKA feed reader or aggregator).
There's a good free one called Feedreader or there's Google Reader amongst others (many modern browsers support the use of RSS too).
Once you have your reader, simply subscribe to the feeds that interest you.
For more information (& a list of feeds to get you started) visit the BBC News feeds page.
